The variable spring is originally set at the “cold” load because the “cold” load implies the installed or non-operating condition of the pipeline. If a spring were able to be installed while the pipe is in full operation mode, then the spring would be initially set at the “hot” or operating load. All variable springs are designed to accommodate both types of loading conditions.
